Blood Donation Drive on 6th July 2008
De Tropicana Condo Resident Association ( DTRA ) and National Blood Centre jointly organised the 8th blood donative drive at the condo Multi Purpose hall on Sunday 6th July 2008 from 10am to 4pm.The response from the public was more than the residents with 63 registered donors but only 53 qualified to donate. The next drive will be held next year January 2009.

Flood 闪电水灾 21-05-2008
There was heavy rain this afternoon around 4pm. The water rush from the construction site opposite De Tropicana Condo and flooded the main road and our guard house. DBKL is doing a good job on upgrading the drain beside the highway. However, the developer still does not have proper drainage system and causing flood. Some vehicle park at road side damaged.
今天下午四时倾盆大雨,大量泥水从对面的发展商涌入马路,造成马路淹水。至于大道方面,市政府,已经提升排水沟。由此可见,发展商还是没有恰当的排水系统。

NST: Opinion: Apartment owners trapped in a limbo

Pitfalls await unwary apartment owners now that they are starting to manage their own common properties, writes LEE SIEW LIAN
APARTMENT owners are trapped in the middle of a roiling dispute over who should control the lucrative business of property management.
With an estimated RM600 million in annual fees at stake, the long-standing battle has left owners in a bind over who to appoint to help run and maintain their communal properties once they take over from developers.
While the two groups of property players slug it out, state governments are dithering over who to appoint as building commissioners, the officials who should be best placed to decide on the issue.
This leaves the country's 1.2 million apartment owners with little guidance over what to do and few safety nets to catch them if they make a mistake.
Because regulation of this industry is inadequate and dotted with loopholes, apartment owners are now exposed to major risks, including financial disaster.
"It's a daunting and confusing task," says Veronica Gan, president of the Bangsar Heights Residents Association, which will soon form their own management corporation.
"What we need are some guidelines on the best practices to adopt or how to negotiate. The only material we have is from the House Buyers Association, but it's not really enough."
"There are many pitfalls during this transition period," says Chang Kim Loong, honorary secretary-general of the national HBA, "But no one's looking out for the consumers."
Thousands of joint management bodies (JMBs) were supposed to have been set up this year, giving owners of flats, apartments and condominiums a say, together with developers, in how subdivided properties are run.
JMBs are interim bodies for the years before strata titles are issued and owners' management corporations (MCs) set up to take over from developers.
One of their biggest responsibilities will be to appoint someone to manage their common property, from the grounds and lifts to corridor lighting and swimming pools.
Almost overnight, a huge and lucrative industry has opened up.
"If unit owners paid an average of RM50 in monthly maintenance charges, it would mean RM50 million a month, RM600 million a year," says Kumar Tharmalingam, secretary-general of the International Real Estate Federation (Fiabci), in Asia Pacific.
The Board of Valuers, a statutory regulator, says owners should appoint only property managers that it has registered. But a lobby group, the VAEA Joint Action Group, insists that there is no such restriction.
The VAEA refers to the Valuers, Appraisers and Estate Agents Act 1981, the statute that governs the board.
The Joint Action Group has players from different industries as members, ranging from the Real Estate and Housing Developers Association (Rehda) to apartment management corporations and the Associated Chinese Chamber of Commerce and Industry (ACCCIM). Fiabci Malaysia, which Tharmalingam used to head, is also part of the group.
The group reads the law differently and asserts that by definition under two other Acts, the owner bodies and corporations escape the effects of the Valuers Act.
They claim the two Acts -- the Strata Titles Act 1985 and the Building and Common Property (Maintenance and Management) Act 2007 -- allow owners' committees to appoint what they call managing agents.
"Anyone with the right experience and ability can be a managing agent. JMBs and MCs can appoint any one they see fit to manage their properties," says Datuk Teo Chiang Kok, See Hoy Chan director.
Their problem with the Valuers Act is that it effectively allows only registered valuers to become property managers. They say this makes the property management industry a monopoly for just a few hundred registered valuers.
"But it is the free market that should decide," Teo says.
Board of Valuers president Datuk Abdullah Thalith Md Thani says anyone involved in managing and maintaining property should be properly regulated and well-qualified.
"I want to open up registration to anyone who is interested. It's a misunderstanding."
He says he had proposed to amend the Valuers Act, but intense resistance from developers and other property players forced him to drop the matter. Thalith is president by virtue of his post of director-general of the Valuation Department under the Ministry of Finance.
Thalith agrees with most industry players that the Act's provisions for regulating property managers are inadequate, and enforcement patchy.
But he worries that those who appoint the so-called managing agents could be courting financial disaster arising from mistakes, negligence and dishonesty. Those registered under the Act would be required to obtain professional indemnity insurance, he points out.
The HBA, a voluntary organisation which represents home owners, agrees owners are exposed even if these unregistered managing agents had adequate indemnity insurance.
Chang, who is honorary secretary, argues that the insurer could repudiate liability and refuse to pay up since the managing agent is not a legitimate property manager registered with the Board of Valuers.
Indeed, the same could happen to owner bodies themselves, the JMBs and MCs, he says.
"The relevant statutory provisions do include prosecutions and the right to sue, but this is hardly any protection at all to owners. There are too few preventive measures." The HBA favours tighter regulation and compulsory licensing of property managers. "Lives and properties are entrusted to their care, control and management," Chang says.
He also urges the board to grant amnesty to competent but unregistered property managers, to encourage them to register.
"It's similar to the drive that was extended to unlicensed real estate agents some years ago."
Fiabci's Tharmalingam agrees, saying the board has, by inaction, allowed unlicensed property managers to flourish for 20 years: "They now have the right to exist."
A valuer by profession, he goes even further to say the JMBs and MCs should also be registered. Registering these owner bodies would offer a safety net to individual unit owners, he explains: "Those who serve in the (executive) committees have a responsibility for the (financial) performance of the JMBs and MCs. If the board is prepared to regulate property managers, then it should take responsibility for the JMBs and MCs too."
The problem is the laws governing stratified properties have been drafted and amended piecemeal, leaving loopholes that expose apartment owners, Tharmalingam claims.
"It's a solvable problem, but cooler heads must prevail."

It was on 14 Oct 2005, we already foresee this... "New Project Worries Residents"
It was two years ago. We voiced our concern about the new development. It prove our instinct are correct... correct... correct..

Jalan 2/116B, Kuchai Entrepreneurs Park off Jalan Kelang Lama is not just a busy road; motorists from nearby areas like Happy Garden, Sri Petaling and Taman OUG use it to head to the town centre.
The residents believe that once the project is approved, the development, which fronts the De Tropicana condominium, will add to the already serious traffic problem in the neighbourhood.
Residents of De Tropicana condominium recently got together to voice their concerns over the matter.
Its residents' association chairman, Banie Chin, said the notice board informing residents of the project was only recently put up.
“According to the board put up by City Hall at the proposed site, we have only two weeks to voice our objections and that's just not fair as it is too short a time,” he said.
“The main concern here is that the area is already congested with little parking space and traffic is bad,” Chin added.
Resident Patrick Dewin said he had no problem with development but felt that the authorities concerned should get their priorities right.
“If they plan to develop a particular area, they should ensure that the facilities provided are adequate,” he said.
“As it is, Kuchai Entrepreneurs Park is congested, there is insufficient parking space, traffic is a constantnightmare and most importantly, we don’t even have a park,” he said.
Another resident, Yeo Heng Fo, said the neighbourhood had no recreation area.
“What we need is more parks or green area rather than more condos,” he said, adding that the nearest park was eight kilometres away in Bukit Jalil.
Long-time resident Geoffrey Ho said City Hall should study the population density of an area before approving any development project.
“Jalan 2/116B is a main road and even now it is congested during peak hours.
“De Tropicana Condo has 540 units and only 60 car parking bays, which is hardly sufficient,” he said.
Chin, who is also the Barisan Nasional Information head for Seputeh constituency, said he would be compiling an objection letter to be submitted to the mayor and City Hall's planning department.
When contacted for comments, a City Hall public relations department spokesman said only that they were looking into the matter.

New project worries residents
A NEW development project in Kuchai Entrepreneurs Park is worrying residents of that neighbourhood. Plans are in the pipeline for a 17-storey service apartment, a five-storey car park and a two-storey office block to be built right along a busy main road.
Jalan 2/116B, Kuchai Entrepreneurs Park off Jalan Kelang Lama is not just a busy road; motorists from nearby areas like Happy Garden, Sri Petaling and Taman OUG use it to head to the town centre.
The residents believe that once the project is approved, the development, which fronts the De Tropicana condominium, will add to the already serious traffic problem in the neighbourhood.

15th, There was a heavy rain today in the evening. The KL-Putrajaya highway drainaige system overflow, causing massive mud water, branches and stones to flow into the traffic light area of the KL-Putrajaya Highway. The entrance to Salak South under the highway also affected by the water. Water raise about 2 feet, disrupt traffic flow.
15日,今天近傍晚时分下了一场豪雨,隆布大道的排水系统不胜负荷,导致大量泥水、树枝及石头流向De Tropicana旁的天桥底下以及Salak South入口。水深一度高达两尺,令交通中断。

KUALA LUMPUR: Hujan lebat luar biasa hampir tiga jam semalam sudah cukup untuk meresahkan warga kota berikutan beberapa kawasan rendah ditenggelami banjir kilat, selain kejadian tanah runtuh di sekitar Lembah Klang.
Penduduk mendakwa hujan lebat yang bermula kira-kira jam 3 petang dan berlanjutan lebih dua jam itu menyebabkan mereka panik apabila air naik mendadak sehingga paras paha.
Penghuni Kondominium De Tropicana, Jalan Kuchai Lama di sini, mendakwa kejadian banjir lumpur yang berlaku semalam berpunca pembinaan lebuh raya yang menghubungkan Kuala Lumpur ke Putrajaya tidak mempunyai sistem perparitan sempurna.
Pengerusi Persatuan Penduduk kondominium berkenaan, Chin Yen Foo, berkata banjir lumpur yang berlaku kali ini adalah yang terburuk sejak kejadian pertama 24 Disember tahun lalu.
“Kali ini, empat kenderaan yang diletakkan di aras bawah rosak kerana gagal dibawa keluar.
“Hujan hanya dua jam saja sudah cukup untuk meresahkan kami kerana masing-masing sibuk menyelamatkan kenderaan.
“Kejadian ini berpunca daripada pembinaan lebuh raya kerana mereka tidak membuat sistem perparitan sempurna,” katanya ketika ditemui di tempat kejadian, semalam.
Difahamkan pihak pengurusan kondominium terbabit terpaksa membuat laluan alternatif bagi membolehkan air mengalir keluar ke longkang 100 meter dari kondominium itu.
Tinjauan Harian Metro di sekitar kawasan itu mendapati kesan kelodak jelas kelihatan memenuhi setiap penjuru kondominium terbabit.
Beberapa pekerja dilihat sibuk membersihkan kelodak menggunakan pili bomba dan dikatakan mengambil masa tiga hari untuk membersihkan keseluruhan tingkat bawah kondominium itu.

(吉隆坡)舊古仔路“De Tropicana”公寓的居民不滿大馬大道局及吉隆坡市政局於4月3日派官員到公寓附近觀察水災情況後,卻沒有採取任何補救行動,因而舉牌抗議當局未及時解決水災問題。
公寓居民協會主席陳元虎說,繼去年12月24日的閃電水災後,公寓在4月2日再次面臨第二次的洪水來襲,但有關當局卻沒有採取實際行動,以監督及解決這個天災問題。
陳元虎也是馬華直轄區公共投訴局副主任,他譴責吉隆坡市政局批準發展商任意在該公寓附近大興土木,卻忽略建設完善的排水系統,導致處於低窪區的公寓居民,在大雨後面對閃電水災的侵襲。
洪水破壞車輛
“第一次水災時,洪水忽然大量流入公寓前的主要道路和停車場,破壞了45輛車;第二次有10輛車損壞,水災後還留下滿地爛泥,令居民非常難受。”
他說,吉隆坡市政局的發展計劃不應為居民帶來麻煩的後遺癥,並吁請聯邦直轄區部前來考察水災地區,以制定長期性的解決水災方案。
同時,公寓旁的綜合商業中心發展商,也派出代表和居民商討水災問題和解決方法。
發展商代表鄭來生表示,他們也是洪水受害者之一,並向居民承諾將盡本份,提昇建筑工地的排水系統,以確保雨水被導向主要排水道,而不是流向公寓和工地,導致閃電水災。
陳元虎:政府發展商有責建設完善排水系統
陳元虎週六(5日)早上連同發展商代表,以及受水災影響的公寓居民,到該公寓不遠的溝渠巡視,以瞭解導致閃電水災的主因。
他說,4月2日的水災,是因為附近位於高地的隆布大道,以及發展區的排水系統不完善,導致兩個地區的排水流入該公寓附近的渠道,但有關渠道的設計卻無法容納及排出洪水。
“溝渠水應該被導向靠近公寓的蓄水池,再流入主要排水道,可是雨水太多了,池內的雨水不但未排出,還逆向流出來地面,然後湧入公寓。”
他說,公寓居民被逼自救,自資為部份溝渠進行填土,以防洪水再次被有關溝渠導向公寓,而引發閃電水災。
他強調,政府當局及發展商有責任為居民建設完善排水系統,以便及時解決當地的天災問題。

中国报:豪雨後多處淹水、雪隆交通大癱瘓
(吉隆坡2日訊)一場大雨擾亂雪隆秩序,多處淹水令交通癱瘓,市內多條主要大路嚴重阻塞!
自精明隧道啟用后,吉隆坡已鮮少發生水災,惟最近雨水量偏高,連日來午后經常下起雷雨,導致水災情況再度出現。
雪隆今日約下午3時開始下起傾盆大雨,吉隆坡市中心首當其衝,城中城一帶開始積水,加上已接近下班的車流量高峰時段,市內開始出現車龍。
市民怨聲載道
另外,舊古仔路鴻圖園De Tropicana公寓,也在大雨來擊的約一句鐘內,底層停車場被水淹沒高達2呎,所幸在各造的通力合作下,雨水被緊急疏通,35輛車僥倖逃過水劫,惟有10輛車被水淹壞。
數輛轎車冒險涉水經過淹水已深的馬路,結果一半的車身都已浸在水里。
蕉賴區方面,各條通往蕉賴的主要大道包括東西連貫大道及陸佑路等,皆在大雨後5時許開始阻塞,車子寸步難行。

此外,武吉加里爾園坵5間木屋及一間淡小也慘被洪水淹至4呎高,其中兩間更被倒下的大樹壓毀,所幸無人傷亡。
約20名居民被突如其來的情況嚇個措手不及,來不及把屋內的家俱及電器移走,紛紛被水淹壞,損失慘重。
有關地區向來是淹水黑區,多年以來已發生逾10次水災,此次為今年內的第3次。
雪州方面,蒲種數區也出現淹水情況,其中以金鑾鎮及蒲種路一帶較為嚴重,金鑾軍營內組屋區底層被水淹至近3呎,交通大受影響,引起市民怨聲載道。

吉隆坡市政局行動室週三(2日)傍晚受詢說,這場大雨使常見的黑區發生閃電水災,不過災情並不嚴重,行動室尚未接獲嚴重的水災情報。
市區多要道積水
據隆市交警行動室說,市區內多條要道都出現積水,影響整個市區的交通,幾乎每條要道都在塞車。
發生閃電水災的要道包括沙叻秀大道及舊古仔路,只有重型車輛冒險涉水行駛。
其中在舊古仔路鴻圖園某座公寓停車場,也因為洪水入侵,水淹一度達2呎,形如一個大水池。

RESIDENTS of De Tropicana Condominium in Kuchai Entrepreneur Park want the Kuala Lumpur City Hall, the Drainage and Irrigation Department (DID), the Malaysian Highway Authority (MHA) and the developer of a nearby housing project to bring an end to the flooding problems there.
The carpark of the condominium was again inundated by floodwaters on Wednesday, causing damage to 10 cars.
It was the second time the occupants were affected by flash floods.
The first time occurred on Christmas Eve last year where 45 cars were damaged in floodwaters.
Seputeh Barisan Nasional information chief Banie Chin claimed that the poor drainage at the nearby construction sites of the KL-Putrajaya Highway and a housing project caused the floods.
“The drainage at these sites is not effective in diverting the rain water into the monsoon drain, so the bottleneck causes water to flow back into the condominium compound during downpours,” said Chin.
According to Chin, the rain started about 4pm in the area and the floodwater rose to 0.6m (2ft) by 5pm.
It took about two hours for the water to subside, leaving behind a chaotic scene.
“Fortunately, the condominium committee acted fast this time.
“They triggered the alarm early enough for occupants to remove their cars in time,” Chin said, adding that the committee also opened the manholes to drain the water.
The occupants were unhappy that the authorities did not rectify the problem efficiently when flash floods hit last year.
“The developer only diverted the drainage outlet so that floodwaters would not flow directly into the condominium.
“However, this incident shows that it was not a permanent solution to the problem,” he said.
Chin met City Hall and MHA the next day but was not satisfied with the outcome.
“The officials gave me standard answers, that they need to discuss with their superiors, get approvals and study the budget but we are talking about natural disasters now, how can they drag the issue?” he said.
“It is affecting the livelihood of residents and we want the authorities to act immediately,” he added.
